Amy Weir, a local property owner, said that Musk’s companies have “obviously done wonderful things,” but that they had no need to “restart wastewater treatment” when the city was ready to take over. He said the penalty for violating the permit was too low. “The owner of these companies spent $44 billion on Twitter, and it has no effect on their ability to continue running these businesses,” she said.
