Ranchi: Delhi Chief Minister Arvind Kejriwal and Punjab Chief Minister Bhagwant Mann will meet Jharkhand Chief Minister Hemant Soren on Friday to seek his support in the fight against the Control of Administrative Services Ordinance in the national capital. Both the Chief Ministers reached Jharkhand’s capital by a special flight from Chennai at around 9 pm on Thursday night.
The three leaders are scheduled to address a press conference this afternoon. On Thursday both Kejriwal and Mann met Tamil Nadu Chief Minister MK Stalin, who accused the Center of creating a crisis in non-BJP ruled states. Aam Aadmi Party (AAP) chief Kejriwal is reaching out to leaders of non-BJP parties to garner support against the ordinance so that the Centre’s attempt to replace it through a bill when brought in Parliament fails.
CPI(M) General Secretary Sitaram Yechury, Telangana Chief Minister K Chandrasekhar Rao, Shiv Sena (UBT) leader Uddhav Thackeray, NCP chief Sharad Pawar and West Bengal Chief Minister Mamata Banerjee have so far extended their support to AAP. Bihar Chief Minister and JD(U) leader Nitish Kumar, as well as his deputy Tejashwi Yadav, have also supported Kejriwal in this matter.
The Center had on May 19 promulgated an ordinance to create an authority for transfer and posting of Group-A officers in Delhi, which the AAP government termed as a travesty of the Supreme Court verdict on deregulation of services. The ordinance comes a week after the apex court handed over control of services in Delhi, except police, public order and land, to the elected government. It seeks to set up a National Capital Civil Services Authority for transfer and disciplinary proceedings against Group-A officers of DANICS cadre.
Within six months of the promulgation of the ordinance, the Center will have to bring a bill in Parliament to replace it. Prior to the apex court’s May 11 verdict, transfers and postings of all officers of the Delhi government were under the executive control of the lieutenant governor.
